The data rate of "40 Gbps Max Data Rate" exceeds the bandwidth "2GHz Max Bandwidth" because there are many signals at difference frequencies transferring data simultaneously inside the 2 GHz bandwidth range?

This is correct.

2GHz Max Bandwidth" is kind of vague but it is actually max signal frequency that can be used in a Ethernet circuit.
If a circuit has wider frequency range you can send more signals using different frequencies inside the “Bandwidth.

For example current FM radio band is 88MHz to 108MHz. Bandwidth is (108 – 88)= 20MHz.
If FM band is expanded to 80MHz to 180MHz, Bandwidth becomes 100MHz and we can have more FM stations (higher Data Rate).

Cat8 Ethernet cable is tested with 2GHz frequency.
